I bought a wii and it just sits here because we don't know anything about it. Can someone tell me how to hook it up to my pc/internet. Also, how can I download games and play them on the wii. And is there anything else that I can do with my wii, besides just playing store-bought games.

You must to make your Wii to be modified with a mod-chip before you play games or movies.
Of course it can play any game of your own, and any movie (also DivX as you asked) as you wish after you get your wii mod-chip installed!
It's a very mature technical now so it won't have problem if you get your wii modified.
Also you can download any PAL or NTSC Wii game as you wish online now.
About the downloading and backup and copy games service: There are serveral sites providing such download services. They are very excellent on the contents, not only Complete big Wii games like Metroid, LOR, American Idols and Guitar Heroes etc. But also many movies, Wii tv shows, music and videos much more!!!
All you need is to join one of those sites to download so many resources. So you can download all those media as you wish!
And some sites can provide simple software help you to burn the ISO Games into DVDs, it is very easy and fast. After the instructions by them, you can go ahead to play those games you burned onto your Wii.

What is the cheapest rig I could build to run games on at least medium settings?

I'm looking to build a computer, but I have a very tight budget. I want to run games like Battlefield 3, DayZ standalone (when it comes out), and many other games on at least medium settings with 40+ fps. So I'm looking for the cheapest build I could go with. (Hardware specs, games I could run, FPS on those games, and price would be all I'm looking for). Thanks.

I do NOT want a console, because I can't play the games I want on it, and I already have a PS3.

If you shop deals and are talking absolute MINIMUM cost you could do it for under $400 (not including monitor/keyboard/mouse etc)

$80-120 for 7750HD or 7770HD

A better question would be what is your price limit? Because I've found that spending a litte more money now on parts that allow better future upgrades can save a lot of money down the road when some awesome new game comes out that your dirt-cheap build can't handle.
