I need to get a gaming monitor between 200 and 450 dollars. Any suggestions?

The faster the refresh rate the monitor has, the better it will be for gaming. You'll want something with at least a 5ms refresh. The backlighting technology honestly doesn't matter; LED backlights will have deeper blacks and a wider color gamut, but CCFL backlights have an advantage in color accuracy without calibration and are much less expensive overall.
Also, HDTV sets with a 120Hz panel refresh rate work well for FPS games. 60 Hz sets also are usable, but will ghost more easily than 120Hz sets.

I want to get a top of the line gaming monitor that is >$250 . I'm looking for one with a fast response time and colors that will make an enemy pop in an FPS. Any suggestions?

well for under 250 you wont be getting a 120hz monitor. So basically any monitor with a good response time 8ms or under and 1920x1080 resolution.
