I have a choice between 60 hertz and 75 hertz.

The higher the refresh rate the better. Human eyes can start to see flickering on anything 50 Hz or below and it starts to become uncomfortable (and can even cause epileptic episodes).

The higher the frequency, the less likely you'll be able to perceive any flickering etc. You may also notice you get smoother gameplay in games with high frame rates.

I currently own a 65 inch tv, and I have found out that I play a lot better on a smaller screen tv. But what would be the best size.

Since you having a large television makes it a nonissue, I would really recommend a 120 hertz monitor around the ~23 inch size range. Most of the people that answered you are basing it off of screens they have currently, but generally don't specifically fill the niche for gaming.

A monitor around that size, assuming you use HDMI, would easily give you the ability to pay attention to everything on the screen, and will definitely make everything comfortable for you to see. Not too much eye movement, and more focusing.

You'll easily be able to notice the difference.
