I'm thinking about selling my Viewsonic LED and getting and IPS LED monitor.

Actually, it really really don't show much difference. I am using both and don't see much different when playing games. You won't really notice stuff like ghosting and such with LCD nowadays. When you are really playing, you will be focusing more on the games rather than the details.
Anyway, up to you actually. If you have the cash then go ahead, else just save it for something else.
Save the planet, less you buy, longer the earth will live.

Is this a good gaming monitor?

Acer V223-WBD 22" Widescreen TFT LCD Monitor
It stuck out to me because of it's excellent price. The 19 inch version of it got good reviews. I don't want to order it and find out it doesn't do well with games though. Anyone who owns this monitor or has any knowledge on the subject I would appreciate your input. I plan on playing some first person shooters on it and possible World of Warcraft.

Unless you don't care about color reproduction - yes, this is ok.
If you want to get better color reproduction, never buy a TN panel.

Summary of LCD Panel Technology
S-IPS panels are generally considered the best all around panel type, but they are more expensive and very few are made. High end, expensive.
S-PVA/MVA panels offer better color reproduction and viewing angles than TN panels, have slightly worse response times than TN or S-IPS, offer the best contrast ratios, may suffer from color shifting or input lag and have higher availability than S-IPS panels. Mid range, fair price.
TN panels are very cheap and have the fastest response times, but suffer from inferior color reproduction, contrast ratios and viewing angles. Low end, inexpensive.
