Does a 3D computer monitor means higher refresh rate?

does the higher refresh rate means it can display more FPS??

And suggestions for a good high refresh rate monitor?

Also I will be using either a GTX670 FTW SIG2 or Radeon HD7970

Basically yes. Generally the lowest 3D capable monitors are 120hz. It is to enable double the refresh as your video card puts out (generally 60hz) but sends one to each eye of the glasses. However it gets a little more complicated than that with regard to frames per second. The refresh rate is not comparable to the fps the video card puts out. You could be getting 200 FPS in a game and the monitors refresh rate is still 120hz. What this will do in non-3D games is present a brighter smoother picture. In 3D it just means that the monitors refresh rate can keep up with presenting the framerate to your eyes.

We are shopping for computer monitors and we don't know which is better. Do you want a higher refresh rate or a lower one?

Generally higher the refreshrate is better, especially im games and watching movies. The refresh rate will be displayed in ms (miliseconds) if a a monitor has a refresh rate of 8 ms, it will refresh (or load a more current image) every 8 miliseconds, if a monitor refreshed in 4 ms, it will refresh twice as fast, elimating ghosting, which is a trail that is left behind a moving object -- usually more common with older lcd displays. I would recommend getting a lcd to a crt or the old traditonal monitors, because the older crt monitors will give off radiation, not an excessive amount, but over the course of many years, could impact some things in small children and expecting mother.
