Gaming computer quality?

My friend offered me his old desktop. I want to know how well this machine will run modern games (Fps on skyrim, bf3, mw3, or even older games such as cod4 and cs:s) and if anything is missing, what questions to ask him about it. Also try to tell me how much I should pay for it. He offered to sell for around 400-450. Tell me a reasonable price.

CPU- AMD Phenom II X3 720 Triple core processor running @ 2.8ghz
Memory: 8 gb DDR3 ram
NVIDIA Geforce GT 520 1 gb graphics
1 TB of hard drive 7200 rpm
If any upgrades are currently needed or suggested, please include what it is and how much it will cost to replace it. I'm not sure of the quality of this graphics card or how much it would run me up for a new one, so try to tell me about it.
Will it run Arma2 and Dayz mod for it?

It is fine for most older games
BUT
that NVidia Geforce GT520
is an EXTREMELY low power NVidia card for
a gamer. For modern games
you would need to buy at least
an NVidia Geforce GT550 or
jump to the AMD Platform and
get an AMD Radeon HD 7750
or higher. If you get the Nvidia
card, you may need a more powerful
power supply, at least 500 watts.
Your computer may have as little as a
300 watt power supply. Because of all
these considerations, it is not worth $400.

I think the 3 core processor is fine, a C+/B- grade
for games since games
draw on the graphics more than they draw on the
CPU, however you can get faster 4 core to 8 core
processors to day with speeds up to 3.6 gigahertz.

That 520 graphics card gets an F grade, perhaps an
F minus for gaming performance.

If you have a licensed copy of Windows 7 it is worth
$240. If there is no Windows license or only Windows XP
then the computer is worth $170 or less.

For $450, I would try to build an intel i3 or i5 box or an AMD Phenom 6
core, get a 500 watt power supply, almost any full ATX case, a basic motherboard
that is AM3+ if AMD or socket 1155 if Intel and the AMD HD7750 or Nvidia GEforce 550Ti
and I would seek an OEM copy of Windows 7 Home Premium or professional.
{You could skip the Windows if you download the Windows 8 Release Preview and install it,
usable for free, BUT it expires on 1/15/2013 and Windows 8 has a metro interface that is
tough to adjust to.

I'm really low on budget so, my max is about 500 euro's, not sure how many USD that is. But i really wanna build a game PC with atleast 70 fps on minecraft, i never builded a game PC myself and i don't know how to do it, i've looked up some tutorials on youtube but not every game PC case, motherboard is the same, and i can't find tutorials under 500 euro's. that show you how to build it, not what processors or motherboards you should use or whatever. So to clear everything up; I am not into building a game PC myself if i don't find a good tutorial with the same items i'm going to use. Or i'll just buy a PC that is already build by a proffesional. ( Laptop is good to but i guess PC's are better)
