And what setting could they run Skyrim on, Medium, High, Ultra or?

Windows 8 isn't really good for gaming any way you slice it, so try to look for a Windows 7 model instead.
Also, you forgot to mention what graphics card is in the first configuration. You just said "Radeon Graphics"
But from what you have posted, I'm pretty sure the second one would be good for gaming (and if I had to guess is probably cheaper than the first). The 120g SSD will be great for holding the operating system, and the 1TB HDD that goes with it will be able to hold a lot of games on it!
The first configuration may have two SSDs, but I don't really see a reason for it! What are you supposed to keep on the second one? Also 32GB is serious overkill when it comes to RAM. I have 8g on my gaming rig and have only seen the RAM usage go above 70% ONCE.
Not to mention, the first setup has about HALF the power usage of the second one (which makes me assume the first's graphics card is not so great), comparing the first's 350w PSU to the second's 600 watt. And the first setup's compact case? BLAH! Think of all the overheat problems you'll get!
Finally, the second one comes with way a way better mouse and keyboard, which is a plus! Only advantage I see in the first configuration is that the Benq IPS 27" monitor would look pretty sexy, but that doesn't mean much if what's inside the computer doesnt live up to the display!
TL;DR - second rig, hands down
As for Skyrim, hat second configuration most likely will be able to play on Ultra at a very comfortable frame-rate. If not that, it'll play it on high FOR SURE, and you probably won't see a difference between Ultra and High, anyways.
