so i am getting an interest in PC gaming and i am going to invest the best i can on a pc which i already have the keyboard mouse and PC it self now time to select a monitor?
The best monitor for 0-200$ maybe around 20+ Inches and has the best refresh rate
and also if this monitor would be good for gaming on a console which i currently use a monitor to play on my xbox 360 which is great but i am planning to use that monitor to dual screen with the pc so if you could, please give links to good monitors for gaming and that has a good refresh rate and high quality and preferably sound but it doesn't matter because i can buy speakers.

What are ways to get better performance or higher FPS on PC?

Also, which is the better way of adjusting refresh rate? Should I use the settings from Windows 7 on my desktop, or use the in-game settings where it adjusts resolution and refresh rate at the same time?

To get higher frames per second you either need to upgrades your system's specs or lower the resolution of the game you are playing. Lowering textures and anti-aliasing really helps as well. Also you are confusing refresh rate with frame rates (the fps we talked about). Refresh rates are controlled by your monitor, not the graphics card.
