Can I use a VGA Xbox 360 cable on a non HD PC monitor?

So I'm thinking about buying this cable in order to play on my PC monitor. Does the monitor have to be HD in order to play a game like MW2 on it or can it be a regular (non HD) PC screen?

Almost all monitors from the past decade or more have been HD, just not "full HD" (slang for 1080p).

Yes, you can still use it, you should set the resolution to 720p though, or if you have a monitor that can't do at least 1280x1024 resolution, use 480p.

So I want to build my own gaming pc. My budget is $800 and if possible, less. I already have a monitor, keyboard, and mouse. I want the best components for the budget I have. I just plan on playing simple games such as minecraft, armada, gta, TTT, etc, so I don't think that I'll need an i7 processor. If you have the ideal pc gaming setup, please let me know!
