Is there a way to manage audio output between computer speakers and a TV using duel displays?

I use two displays. Sometimes my boyfriend will watch Netflix while I game is there a program or setting in windows that I can use to manage the audio output of each program. I know that it is possible because sometimes sounds from certain programs will come out of my flat panel TV speakers and other programs will emit sounds through the computer speakers. However, the PC just seems to randomly assign which programs output to each speaker and I cannot figure out how to change each one individually.

I am building a gaming computer and my budget has already nearly met it's maximum. I want a decent audio card that can work well well with my speakers(only two satellites and a sub) but not cost me too much.

the audio drivers should be more then enough realtech drivers are really good so dont worry about it

put the extra money into making your psu is a good brand
