Yes.. it is a mess. And there are plenty of targets for throwing darts of blame and fault at for causing the mess and delaying progress.
But the biggest contributor to the fiasco this has become can be laid at the feet of the lawyers... most specially, DeMaurice Smith.
Decertifying the union so individuals could file antitrust lawsuits against the league has mucked up the process far more than any other factor. And it was a planned strategy. The players went along with the idea almost 100% because they trusted the guy they elected as NFLPA executive director.
Talks for the new CBA began in February between Smith and Roger Goodell. They brought in a federal mediator when negotiations of specific issues began. Because progress was being made, the previous CBA expiration date was moved to March 11th so good faith negotiations could continue.
On March 11th, the owners made a formal proposal which was rejected by the union. A few hours later the NFLPA decertified as a union. The next day, the owners imposed the lockout. So the fate of getting a workable new CBA was thrown into the courts.
Lawsuits were immediately filed by players and the owners responded with their own. Any talks about resolving issues came to a screeching halt. No progress was made while both sides spent their resources trying to convince the judges to rule for them.
The 2011 Draft was conducted in April because it was covered under the prior CBA. But no rookie contracts could be negotiated and non-drafted free-agent rookies could not be signed.
May and June came and went with the only action taking place in the courts. The lockout was lifted for 1 day but imposed again because the decision was appealed in court. At one point, a judge took a vacation, delaying a court decision by 2 weeks.
And of course, no football was being practiced, no contracts were being negotiated, no free agents were being signed, no new offenses or defenses were being installed, no team trainers were monitoring injured player rehabs. Nope.. everyone was waiting for the judges.
Finally, in early July it became obvious that the lockout was going to be ruled legal and both sides met to reboot negotiations. In only 3 weeks of actual hard work and serious negotiations it seems a new CBA is close to being adopted.
So, at least in my opinion, the primary fault for the mess and the loss of an off season and the loss of the HOF game belongs to the union lawyers. And the leader of that pack is DeMaurice Smith.

Budget PC that fits my needs ?
Q. I have 770 dollars which I can spend on a Computer which I would like.
I wanted a computer that has a lot off ram, since I want to run a server on it. But in the mean while I would also like to play games such as Left 4 Dead 2 on medium without frame lag. So a fast multi tasking PC, would definitley work, although I don't know a lot about computers.
Anyone have an idea ?
