A good i5 processor with a GeForce GTX 650 good amount of ram and good power supply will max all games out on the settings you want .

The few gaming computer that are out there for that price are pretty much the same. Costco has one that is 600 plus tax. That might be ok. At least it's got a lot of Ram. Also this one at Cyberpower is close to your price range.
