Is a 2ms response time for an lcd monitor ok for gaming?

yeah, that's actually pretty damn good.

60 frames per second calculates down to just under 17 ms.
so with 2 ms response time it should be able to accurately display about 500 frames per second, if the video card / interface could even keep up.

When buying a monitor for gaming what is better, to have a higher response time 5ms or a lower one of 2ms?

From what I can tell when talking about response time (ping or also called latency) always lower is better, Response time simply mean is that how much time it takes for data to travel from one location to another. In aspect of monitor, from video adaptor to visual display, the time it takes to travel.
