Computer game pathetic response to mouse and keyboard control?

I just installed Brothers in Arms - Highway to Hell into my computer. All is ok until the game gets to the choice to play or do dome setup of options. The background images of a burning windmill wheel and people moving is like in staggered movements. This is at screen resolution of 1280x1024. The mouse cursor doesn't move fluently, its REAL sticky, and when I go tp play the game its completely useless trying to aim and fire a weapon fast enough to stay alive. Using the keyboard WASD keys to move my character is jerky and slow.
I tried changing the screen resolution to a lesser value. Getting the mouse and keyboard to move to the arrows was like hell. I noticed when I had changed the res that the timer that gives 15 seconds for you to accept the change on not was actually taking 10 seconds to countdown and change from 15 to 14, and 14 to 13 etc.
The only screen resolution that gets the timer right (mental counting time for me) is the ridiculous setting of 320x200. Unreadable onscreen writing (guides/tips/tutorial etc and almost useless image beyond my nose due to pixelation. Running at a screen res on 400x300 is pretty smoothe but also has pixelated writing and edges to my face and other objects.
I've tried lessening the Texture QualityShadow, the Texture Quality and the Shadow Detail from High to Medium and Low. That doesn't do anything to speed the gameplay.

Is this a problem with Frame Rate...my Graphics card?
I have a pretty good computer and its all up to date with drivers etc. My computers specs well exceed the minimum requirements to play this game.

Any help and ideas on getting rid of this stroboscopic effect I'm bugged with will be well appreciated.
Gothic 3 Enhanced was a bit like this Hells Highway but nowhere near as severe. I kinda fixed that by lessening details in the scenery etc.

Anyway, this is a different ball game and its not a stroll in the park.

you have good system specs to run this game other than your video card. I highly recommend a Nvidia 8800GT or a Radeon HD4890. Make sure you have a 400W or higher PSU to run the cards first. Also make sure that your Bridge type is a PCI-E. Other than that, you have everything required to play this game well.

The only other possible problem is to many background applications running at once, or registry needs to be cleaned up, or you have a virus or two. I also recommend you De-fragment your hard drive with your O/S on it. Things will run faster if you do this.

Get a virus scanner ( AVG will do well ) and let it scan your system and remove any crap it finds as well. This will also improve performance.

But even so, a 7300GS should be able to give you better performance than what you stated. I highly recommend that you do all the other things I've listed before upgrading to a better video card to help eliminate the possibility of it JUST being the video card.

With dual 8800GT video cards, quad core technology, a 4GB or ram....you will pretty much be on top of your game for a long time to come. Dont get suckered into buying a $5000.00 computer from DELL / Alienware (basically same company now) or Falcon NW.....that is outrageous for a computer considering it probably cost less for them then it does for me to build....but my price is half of theirs with same parts and quality.

Spending $5000.00 doesnt make you a hard core gamer....my $2200.00 system can keep up with theirs with no problems. So dont go for these way overpriced computers when you can spend half as much and walk with more.
