Why does my gaming computer lag while playing games?

Well my gaming computer always lags while I play games like WoW, RIFT, TERA, AC3, Skyrim. And I always have to put it either on Very low to Medium, but medium lags abit. Here are my specs, so please guys help me out and tell me what to do to make it not lag, like upgrade things or delete stuff, download something etc etc... Here;

Answer
A rating of 4.8 on the Windows Experience Index is considered to be at the low end, and I'm almost positive that the bottleneck is the the video card. The GT 610 is not going to "cut it" when it comes to games like Skyrim.

You need to upgrade the video card and most likely the Power Supply to support it.

I have an 800 dollar budget. Though I probably won't be trying to run Crisis 3 on high graphics, I want to be able to run similar games with nice graphics.
